Introducing A New State for SGS

I am adding a new state to my market timer signal, SGS.  The new state is Neutral.  When SGS goes Neutral, RTS will close its open positions and will not open new positions so long as SGS remains Neutral.

Currently SGS is Long, but marching toward Neutral.
